In preparation for making /srv/mediawiki a symlink to /srv/mediawiki-staging on the deploy servers, ensure that "scap pull" notices when /srv/mediawiki is a symlink and doesn't do any work if so (to avoid accidentally munging /srv/mediawik-staging).
