0-pad dates

Htriedman requested to merge dp_clean_up into main

ensure that published DP datasets have the following:

  • labeled as .tsvs, not .csvs
  • tab-delimited, not space-delimited
  • 0-padded date strings for easier alphabetization
  • refer to the most recent dp release (including only user_type = "user")
