Add the public tiny cores1.ram1 flavor. I'm not a fan of the inconsistency here compared to the other public flavors, but this exists already and is relatively widely used so to smooth out the migration we'll have to forward-port it.
Add a smaller ephem flavor, currently used by k8s worker nodes in toolsbeta that don't need as much resources as tools ones do.
